Development of Concept for Radioactive Waste Management in Ukraine and The Draft Law of Ukraine “On The State Fund of Radioactive Waste Management”

Customer: Ukrainian Ministry of Emergencies and Affairs of Population Protection from The Consequences of Chornobyl Catastrophe

Outcomes obtained:

  1. Collection, systematization, generalization and analysis of source data related to the real situation in the area of radioactive waste management in Ukraine was made.
  2. Analysis of conceptual and legal approaches in the EU countries and in the USA regarding the radioactive waste management, legal and financial procedures used to ensure functioning of the national systems for radioactive waste management was carried out.
  3. Analytical review of collected scientific, methodical, normative and legal materials was done, including:
    • Analysis and substantiation of legal and financial mechanisms for accumulatin g resources in Radioactive Waste Management Fund;
    • Analysis and substantiation of legal and financial procedures to use resources of the Radioactive Waste Management Fund;
  4. Two working groups including the representatives of the concerned ministries, departments and organizations for the development of draft documents were formed.
  5. Basic principles and provisions that should form the basis of Concept of the State Program for Radioactive Waste Management in Ukraine were identified and the preliminary detailed rubrication was developed,
  6. Basic principles, tasks related to the organization and functioning of the State Fund of Radioactive Waste Management in Ukraine were identified.
  7. Taking into account the effective legislation of Ukraine, possible options to form the Fund were determined. The preliminary detailed rubrication of the Draft Law of Ukraine “On the State Fund of Radioactive Waste Management” was developed
  8. The first revision of the Concept for Radioactive Waste Management in Ukraine and the first revision of the Draft Law of Ukraine “On the State Fund of Radioactive Waste Management” was developed.
  9. The first revision of the Draft Law of Ukraine “On the State Fund of Radioactive Waste Management” was delivered in accordance with the delivery list. The remarks from all interested ministries and departments were received. The remarks and propositions were analyzed.
  10. The Draft Law of Ukraine “On the State Fund of Radioactive Waste Management” was revised and sent to the Cabinet of Ministers of Ukraine.
  11. The Concept for Radioactive Waste Management in Ukraine was distributed in accordance with the distribution list.

  1. Scientific review “Radioactive Waste Management in Ukraine at the Present Stage”.
  2. Scientific review “The Issues of Radioactive Waste Management in The countries of EU, Canada and The USA”.
  3. Scientific review “Financing of RAW Management Problem in The Countries of EU, Russia, The USA and Canada”.
  4. The first revision of the Draft Law “On the Fund of Radioactive Waste Management”.
  5. The first revision of the Concept of State Program for Radioactive Waste Management in Ukraine.

The problem of RAW management and the issues of financing these activities are urgent for Ukraine. The country that has been using and actively developing the nuclear power during more than 30 years and up to now, has accumulated sufficient volumes of radioactive waste that should be disposed, has a scientific and production basis for their safe management and solving the problem of their final disposal.
